What are my wheel choices for a prelude in 15 x 8 or 15x8.5?

Just get some Rota Slips. They're available in a multitude of dimension combinations.

Since it's for H2, it's for roadracing so drag specific wheels will not work. Are they planning to allow for wheel widths wider than 7" in H2 next year, or is this for something other than H2?

I'd look into 15x8 Rota Slipstreams, but you'll likely have to order a large quantity to get Rota to do a 4x114.3 bolt pattern.

The other option is something custom like Kodiak, but $$$.
