19 tire questions: sidewall differences?

I'm upgrading wheels and tires on my summer car and need some help with choosing tire size for my new 19" wheels (not a Honda so don't comment on how 19s are too big).
Stock size: 215/60/16 (26.2 in diameter; 5.1 in sidewall; 771 rev/mi)
Tire rack recommends: 245/35/19 (25.8 in diameter; 3.4 in sidewall; 783 rev/mi)
Discount tire recommends: 245/40/19 (26.7 in diameter; 3.9 in sidewall; 755 rev/mi)
*Sidewalls taken from a calculator so I don't know if its actually true for each brand.
Questions:
1) Is the extra 0.5 in of sidewall on the 40 series enough to noticeably increase ride comfort and/or decrease chance of blowout? Is it worth $5-10 extra per tire?
2) Is it better to go with more rev/mi or less rev/mi or is there not enough difference for me to notice?
Bonus:
This car is driven in dry and wet - no snow unless I am moving it for storage, so I would prefer summer tires over all seasons. Is there any chance for me to get a good deal on these sizes for less than $160-165/tire? That seems to be the going rate for tires like FK452, SPT, MX, ZRi and DZ101.
Only thing I've found cheaper are General Exclaim UHP and Federal 595 for >$145/tire.
