"Advanced" Oxygen Senor Help!

The Problem:
Every once in a while, my car acts stupid due to an oxygen sensor. How do I know its an oxygen sensor? Well thats because about once a week when it is acting stupid a 63 CEL comes on. Hmm, the first solution is to change out that secondaty O2 sensor right? Im on my third O2 sensor and it still is doing the same thing.
Where I'm at:
Ive been following the Helms in troubleshooting what is wrong, and tonight i got to this:
Page 11-159 - 11-160. Which looks like this:

Everything checked out fine until the part where i check the ECU. I checked the pins B2 and A8 (which represent the secondary HO2S) and got a reading of -12v. It says on that page that if there is less than 0.1v there is an open wire. As a control i tried checking the pins B2 and C1 (which represent the primary HO2S) and got the same reading!!!
My questions
Does that mean that I have an open wire in both of my Oxygen Sensors??
What is the reading supposed to be???
Anything else I am overlooking?
