sounds like you need a tune up and a valve cover gasket..

the gasket thats above the spark plug is bad (the one that touches the valve cover)

the starting issue you need to check the starter mine was going through the same problem till i pulled it apart and cleaned it up

the oil on your spark plugs is from the rubber gromits on your valve cover and i had a 91 hatch that had a hard time starting and i replaced those gromits out of curiousity and it fixed the problem so maybe try replacing the valve cover gasket and those gromits they come in a kit at a parts store and that should fix your problem and its a cheap fix

get yourself a valve cover gasket kit from advanced auto. It has everything in the kit (new valve cover gasket, spark plug boot gaskets and valve cover nuts gaskets)

starting problem is in the solenoid on the starter, if it gets too cold it wont activate.

you can remedy this by adding push-button start...

On older Civics this could be either one or both of two seals: The ones that fit into the valve cover (easy to fix) or the ones underneath the rocker arm tower:

For more help with these two sets of seals, see http://honda.lioness.googlepages.com...sparkplugtubes

I would check and clean the battery connections first, using baking soda dissolved in a little water. Then check the battery for voltage: Do the five quick checks one-third of the way down at http://honda.lioness.googlepages.com...alternatortips

Consider starter problems, especially starter solenoid contact problems, using http://www.hondasuv.com/members/showthread.php?t=20252&

For a used car just purchased, you really ought to put in new OEM wires, plugs, dizzy cap and rotor. It is amazing how often these by themselves will fix running problems. And only OEM. They do pay for themselves in the long run.

Drain, fill, and purge the cooling system, too, or just top off and purge for now. Certain engine sensors need to be immersed in coolant to work right.

Have you checked the ECU for codes?
