Default no prime/no spark/no start

well.. heres the deal.
friend got a hack jobbed crx with a b16a in it. car ran fine.
turbo build we took it out for the rebuild. built it. put it back in.
went to start car.
heres what we get.
car will crank. over and over. no spark. the fuel pump does not prime. the cel stays on and doesnt turn off when u flip the key to the on position. his VAFC does not come on either. i hear a buzzing coming from his dash. 2 differnet styles.
i think in my head. relays. so i tell him to replace them and see if it works. he says he cant find them. as i dont know crxs very well. and cant get over there for a while. does anyone have any light to shed on this?
if no spark or prime. im correct in thinkin relayS? all the fuses are fine.
where exactly are these located..

Seeing how you didn't mess with the wiring and only pulled stuff from under the hood, my guess is that you have something disconnected or miswired under the hood.

My guess is a ground wire.

you didnt list one of the most commonly overlooked grounds... take a look at the thermostat housing and see if the harness is grounded there.

It may not be gorunds, but it really sounds like it is. It won't take long to wire up some alternate grounds just to prove it out. I would hook some jumper cables to the battery ground and clamp to the motor and chassis just to make sure.
