Default H22 Boosted --Precison Injectors Bad?

so we just did head gasket, timing belt , water pump on an h22 that is now turboed. the car just wont freakin start. It turns over, we're getting spark, timing is DEAD on we sorta think we're getting fuel, because we're smelling it but we've been cranking and cranking and the cylinders arent flooded at ALL. We've got Precison 680s in the rail, but after trying and trying wouldnt we have flooded the cylinders by now?? we basically think these injectors are bad... does anyone have any experiences like this? we had an NA tuned ecu running 345s but we took the ecu back to the tuner and he set the injectors to 680 but changed nothing in the tune.... defective injectors?
