Did you replace the entire cluster or just the speedo head?
Does the odometer work?
Temp Gauge yes / no?

if you replaced the entire cluster and the speed sensor then i would have to say that there

is a break in a wire somewhere

was the speed sensor new?

if so then i say break out the electrical manual and start checking wires for continuity

You've got an interuption somewhere (open circuit) and it may involve more than one system. I'd recheck the main connector on the back of the Cluster. It's the common point where these systems would use the same connector.
If the VSS was still bad (or any of it's associated connectors), you'd have (most likely) a CEL, and / or a flashing S/D4 indicator, but you don't.
