Someone hit my uncle's car while parking
So today, i had to park my uncle's 2008 accord 2 blocks from a court i was going to. When i came back to the car, i saw another car parked right behind it, touching the back bumper! I was horrified. It left two small scratches. I took pictures of the car and its license plate. I was thinking of waving a police down since the area had a ton of police, but then i remembered that i didn't bring my uncle's insurance with me so i just left.
What should i do now? should i wait for my uncle to come back from his oversea trip to tell him or should i call up the insurance company for him?

To repair and repaint the bumper cover should run no more than $500-$550. To replace and paint the rear bumper cover would be around $750.
If your uncle's insurance deductible is $0, it might be worth a claim. Other than that, pay out of pocket, and save a hit/increase on the premium.
Just my 2 cents.

First of all, you should have slashed the tires of that other vehicle, and keyed obscenities into the side of it. I bet it was a Toyota Echo, am I right? I hate Echo drivers. Them and MINI drivers.
But it's really not a big deal. I'm guessing it is marks from the screws on the license plate. Bumpers are meant to get scratched and BUMPed. Leave it for now, a couple years down the road put a new bumper on it.
