The car runs and idles rough. Dealer came up with code P1164 which is covered under TSB 00-046. They want to replace the O2 sensor and the ECM for $1500. Anyone know of a cheaper work around/repair?

 

Short of procuring a used PCM and a new O2 Sensor and praying that the $$ you put down is for a good used unit, Your options are limited.

Is this a repair I can do myself or do I need a scan tool or have to do some programing on the ECM?

 

I have only seen this one other time and they wanted to replace the computer then too.

That was on a 2000 Insight back in 2002. They did not mention a TSB back then.

It may be a factual repair but maybe you could put an OEM O2 sensor in and then opt for a computer if the issue does not clear up, so be prepared to fork out some bucks.
