You've either missed the blown fuse or the multifunction switch on the steering colume went bad.
I'd recheck the fuses using either a 12v test light or a multimeter; I suspect you missed one.

Same thing happened on two of my Civics. If it isn't the fuse, it's likely the headlight switch. Try turning the switch slowly on and off. Wiggle it a little in the on position and see if your dash lights go on and off.

ok i did all that, checked all the fuses with a multimeter all good even installed a malfuction switch still nothing, and no i did not install a radio everything is stock, but what was you was saying about the illumination circuit fuse, is that located in the fuse box under the hood, because i checked all the fuses and they are good unless its located somewhere else under the hood, and thanks guys for all the help, keep it coming.

I'm sorry if I sound insensitive in asking the obvious question:
You are aware that there are two fuse boxes, yes?

Don't yell at me please, but it's happened twice since I joined the forum :-)

Your brake lights and your gear shift lock are tied to the same problem, so now you have multiple problems. I was a little lazy and didnt read all the replies but dont just check for a bad fuse or two, check for powers around the system, maybe a loose connection at the fuse box???

See if you are getting power to the brake switch. If not, or switch is bad, it will cause the shiftlock problem along with the no brake lights.
