Default Do I need new spark plugs?

So here's the deal.Sometimes but not all the time, when I turn the key to start the car I get all of the lights but sometimes it just won't crank. When that happens,I just turn it again without taking the key out or resetting it to the original position, and it starts right up.The battery is a little less than 1 year old, plus the lights and everything electrical works fine,so I know that's not the problem.I'm thinking that it's just the spark plugs because this just started happening when it got cold out,and I've had a similar situation with another car and after I put new plugs in,it was fine.Anyone ever have a similar issue?

94 Accord LX if that matters.

Answers to a few questions will help with this process.
1) Automatic / Standard?
2) By "no crank" do you mean the starter won't turn?
3) By "no crank" do you mean the starter works but the engine won't start?
4) When this failure occures, do the lights dim at all?

The reason I ask is because different answers point to different problems.
The list of things that could cause this are:
1) Bad Battery Cable Connection
2) Bad Battery Cable
3) Bad Clutch Over-ride Switch (Man Trans)
4) Bad Neutral Safety Switch (Auto Trans)
5) Bad Ignition Switch
6) Bad Starter Solenoid
7) Bad Starter
8) Bad Ground Strap.

I suspect the Ignition Switch, but answer the questions anyway. It may point in a different direction

I would start at the easiest to reach component and work from there.
If you can procure a 12v test light, or know how to use a multimeter, access the systems circuit at the clutch override switch (on the pedal's hanger) and see if it gets power when you turn the key to the start position.
I would suggest temporarily disconnecting the harness from the switch and probing the connector for your test. This way you can avoid an inadvertant startup, while in a compromised position. ;-)
If your test light / Multimeter doesn't respond (indicate voltage), you most likely need an ignition switch.
If your test light / Multimeter responds (indicates voltage), jump the two connectors with a paperclip (substituting the switch) and
WITH THE CAR IN NEUTRAL
turn the key to start the car.
If it starts, it's most likely the override switch. If it still won't crank, look for either a solenoid or the starter being the issue.

So It's been a little bit warmer than in recent days and I've been in and out of my car for a fair portion of the day,and I haven't had one single problem at all.I'm starting to think it's just the plugs because I have yet to replace them and I've put on about 30k miles and I'm pretty sure that the previous owner didn't change them as well.So I'm figuring it's been around 35k-45k miles since the plugs were changed and the car has 134k on it now.

I'll just get new plugs first and go from there. If that's not it then I'll go with what you suggest. Thanks for the help.

Spark plugs, good or bad, will not keep the engine from turning over. They may keep it from starting, but not turning over. It's good preventive maintainence, but I doubt it's going to solve your problem.
