Default cant go farther than 4-5k rpms, sluggish

I cant figure out why I can't get high rpms. Its a d15b vtec swap. Changed my fuel pump, not getting codes. Its just slow...:/ The only time it ran really good was when I first ran it after the swap, and then it turned very sluggish. Head gasket, water pump, timing belt was changed back in feb/march. Runs good, but just slow. Takes off great at first but the gas pedal is kind of spongy...like I have to keep a light foot on it. It could be something electrical maybe...not sure. I really just dont know :/

sounds like the problem is in the throttle cable. check to see if its too lose.

throttle cable is pretty tight. I am using the one from my old d15b1, so its a little long. Im still not sure though. I'm idling at 1000 rpms. The gas pedal is pretty sensitive,but just hardly any power.
