Turning signals dont work! How to test the switch?

Default Turning signals dont work! How to test the switch?

On my 95 accord the turning signals dont work. Both left and right do nothing. I checked the relay and its good, also the haynes manual says the turning signal fuse is under the hood. So i went to check that and there was no fuse that was labeled turning signals. Im thinking the switch on the steering column is bad but how do i test it before i buy a need one.

this may sauond stupid but your harard light is hooked up right?
