Default 97 accord won't start - not battery

Hi, my car was running fine and then i went to start it and nothing happened. there was no clicking or trying to rev. no sound at all when i try to turn it. the battery is fine because all the lights come on and radio plays. I don't have any idea to what the problem is. theres a big puddle i have to drive though and it might have splashed on something inside, but i thought it would of dried out by now. any help?

open the hood, have someone try to crank over the engine to see if you hear the starter solenoid click, also check the battery cable connections, clean and tight.
If you hear the solenoid click smack it while cranking to see if you can get the contacts to work.
If you have a test light or multi meter you can check for power to the starter solenoid wiare while cranking

actually the radio and lights don't need as much power as needed to start the car.
Have you even tried jumping it?
