set the crank to TDC position and check if the arrows on the cams are pointing vertically up. cams might be set to zero but belt might be off few teeth
if you have aftermarket cams then have a tuner do it.
if you have stock cams, take those off since they won't help you at all and put some stock cam gears on. sell those for some money and be happy

or you could just put the gears to zero, see if the lines go horizontal when the piston is at TDC as checked by the crank pully. if the head has been shaved you will have to advance the gears in order to line up the cam gears. how much no one will agree on but you should be able to go 1 degree at a time until it line up. also if you advance the intake cam it spins the distributor closer to TDC thus reducing timing since that is set BTDC. keep advancing the timing until you head pinging going up a hill in 4th at 2000rpm, when you do go back a hair till it goes away. if someone shaved a lot off your head you may have to get creative with the airsaw and your distributor in order to dial in enough timing when you advance the gears.
