Gas Cap/Tank Filling Question - should there be a cover over filling hole?

Went to fill up my wife's 2006 EX a couple weeks back and thought it strange/different that there wasn't any cover that is depressed when you insert the gas line into the tank.
I swore there used to be a little cover that was pushed out of the way when you inserted the gas pump into the filler hole, am I wrong?
I drive a VW and there definitely is one, I just want to be sure that my wife's Civic doesn't have a little metal or plastic part floating around in the tank waiting to clog a fuel line.
Please let me know.
PS: I hope I worded this well enough to avoid any potential joke's about "my wife's filler hole."
