You should use the same size wheels and tires regardless of whether or not your car is lowered. Assuming from your username that you have a '97-00 Civic, that means 195/50-15 tires on 15x6 or 15x6.5 wheels, 205/45-16 or 215/45-16 tires on 16x7 wheels, or 205/40-17 tires on 17x7 wheels.
Oh, and stickied at the top of this forum is a topic called

I don't get the people that want to slam their cars, but then say they are worried about their exhaust or oil pans scraping. You can't have a slammed, daily driven car that doesn't scrape. Pick one or the other.

Just get some coil overs off ebay, they'r adjustable in height which is great. Lowering your car can shorten the life of your struts although I've had my car lowered and my oem struts have held up for over a year.
dont get coilovers off ebay. if you want your car to look like that hatch u have to do some major stuff, lower the car all the way down, cut/trim/roll ir finders and qaurtes in possibly even widen the front fenders a lil to allow you to turn, low offset rims are the ones with the big lips so u need that then u will need a smaller tire and streach it over the bigger rim to alow for more clearance but they blow out easy and arent good for traction/handling so forth most that have that huge lip and excessive camber arent really driven all the time
this is mine dropped as low as the function and form type 2's will go

these are others that i think is the look your going for

A mild stretch is not dangerous by any means and I have yet to see any proof at all that even the more popular stretches are (195 on an 8" wheel is a 'normal' stretch you see on many smaller cars). By mild I mean 1/2" wider than the tire mfg specs, like a 205 on an 8" with most tire brands. Driving at highway speeds with 1" of suspension travel is going to put you and others in WAY more danger than some mildly stretched tires.
Don't let people with super conservative views (educated or not) tell you what to do. Like most things in life moderation in the key.

Stretching tires onto wheels that are wider than approved by the tire manufacturer is UNSAFE and DANGEROUS. The reason is that it creates excessive stress and heat in the sidewalls. This often leads to tire failures (blowouts). It definitely happens. Maybe not to everyone, but enough of the time that it's a serious risk. DO NOT DO THIS.
And please do not post ignorant, incorrect advice on the forums. When bad advice is posted here, it can result in actual damage to people's cars and themselves. And unless you want to be responsible for that damage, you would be better off not posting, and instead educating yourself on the topic. Talk to the engineers who work for the tire manufacturers and you'll find out how much you don't know, and why what you're saying is JUST NOT TRUE.
