RPM's jumping when cold?

RPM's jumping when cold?
hey guys when my civics not warmed up and i put it in drive the rpms keep jumping from about 2500 to 1000...and when it goes low it feels like its about to stall...any idea of what this is...no problem when its warmed up though.
