Question about brights

Question about brights
I have seen this on a few cars on this site, but the brights are "dimmed" i wanna say, sometimes they are amber. They sorta look like daytime lights. Idk if i described that right but hopefully someone gets what im talking about. I tried searching but i couldnt find anything. thanks

Most likely "city lights" Just a wedge bulb put into the highbeam spot through another hole.
