Where is a good place to buy good quality white HID kits for "06 civic sedan ex"?

Searching this yourself might be a VERY good place to start.

google.com is an awesome site I hear. Just type in what you typed here and BAM ..all sorts of results flow right in..no joke...i just did it.

Try 3bspec.com and use the coupon "hondatech" gets you $10 off and free overnight shipping. It costs only $130 and only $90 if you get grade B ballasts which are lower quality. I just installed mine and without the retrofit, the cutoff isn't so great...

If you're referring to Plug-n-Plays then I don't think it really matters. Not all but most PnP kits are similar in quality as I've seen "cheaper" kits last just as long as "expensive" PnP kits. I think the better questions to ask are:

1.) How much you do you want to spend?
2.) What do you want out of your HIDs?

In my opinion, regardless of what method you choose (Retro/PnP), I prefer functionality over style and would recommend 4300K~5000K. Anything higher is for style (bluish~ purplish colored) and will reduce visibility.
