Default Help: Unwinding your seatbelt

Im trying to install the seat belt that I just bought from ebay... (the car that I bought didnt came with the rear seatbelt)
So now Im trying to figure out how to unwind the seat belt, every time I try pulling it out... it catches the latch, theres no even a play that you can wind it and gently pull it out.
help on this will be greatly appreciated.

just bolt the top part of the belt to the car first.. then pull down.

Theres a ball that locks into place when the seatbelt assembly is angled.
