Fixing Early Stages of Rust - 99 Hatchback

I removed the passenger tail light on my 99 hatch recently and found a rust spot similar to the first picture in this thread. Here's the damage:

I was planning to brush/sand all the rust away as best I can in that crevass and then paint with Eastwood's Rust Encapsulator. After it dries, I plan on using Eastwood's brushable seam sealer over the area. Is this what is generally done or is there a better course of action to fix this rust?
Additionally, after examining the rear wheel fender lip I found a pin sized rust spot with the surrounding paint beginning to bubble. Since this is on the inner lip, I thought that I could sand the existing paint off and repaint with Rust Encapsulator. Any issues with doing this? I don't care that my inner lip will no longer be body colored. I only want the best way to keep rust at bay.

Sounds like you already have a pretty good solution to both of your rust problems. I'd say just sand both down hit them with some rust neutralizer then paint and your good to go. Just be sure to check each spot after a month or so to see that the rust isn't coming back.
