Sometimes when trying to turn on the lights, my headlights will turn on but everything else wont..no tail lights/corners/cluster or console lights

the video shows what is happening..it wont happen all the time but most of the time it will.
i think in the video it happens twice but you'll hear the click of me trying to turn it on and the cluster lights will not come on
when the problem happens i have to turn on-off the lights a few times for it to stay on

what could be the problem?
