its to difficult to do it your self. you will need to take it to a shop, unless you know someone with an evacuation system.
From what i know, evacuating the system means that you put it under a vacume to remove all moisture, since water will evaporate at room temperature at a certain Hg. Then you can recharge it.

Most new compressors should have oil already added to them. If you want to make sure it has oil, you can turn the compressor so the holes are facing down and rotate the clutch, oil will come out if there is some. You have to check the manufacturer specs too for how much refrigerant you need and what kind of oil you need to put in the system. i only had to use less than 2 12oz bottles of refrigerant when i recharged mine. Just take it to a shop so they can properly evacuate the system.
