EF sedan with B18B1 won't start! HELP!

I recently did a swap for my buddy, and its a 90' Honda Civic LX. I had converted it to MPFI awhile ago, and it ran perfect. But after i pulled the old motor, and swapped in a B18B1 all it does is crank. It has been converted to OBD1, and using an OBD1 P75 ECU. Fuel is good, no spark. I tested everything in the dizzy and everything checks out. What are some ways to test the ICM part in the ECU? Is there anything else that could possibly throw it off? I am currently re-wiring the engine harness, because i had thought it was that for awhile. Because i know the computer worked on the car it was pulled from. Any help is appreciated. Thanks.

Also the CEL will be solid one time. Then not on the next time. Its an on and off kind of thing.
I can feel the pulse through the wires, but no spark out of the plugs. New plugs also.
