16x7 or 16x8 regamasters on my EM1

Here's why. FIRST, you need to look at the tire size you're going to use, and then pick a tire. THEN decide on the wheel width you need, based on what widths are approved for that tire size.
For a '99-00 Civic, the best 16" tire sizes are either 205/45-16 or 215/45-16. Most tires come in one size or the other, not both, and there are a lot more choices in 205/45 than in 215/45.
Most 205/45-16 tires are approved for wheels 6.5-7.5 inches wide, NOT for 16x8. 215/45-16 is usually approved for wheels 7.0-8.0 inches wide. So unless you know that you will ONLY be using tires in 215/45-16, you should stick to 16x7, which can be used without problems with both tire sizes.

16x7 +35 offset will be pushed out more towards the outer wheel well and 45 offset wil be pushed in more towards the inner part of the car.. people like 35 offset better due to the the brake caliper clearance.
