Well I have had a lot of tegs and I can tell you a few reasons it could be sagging.
1. rear end accident at one time that was not fixed properly.
2. loose upper bumper bracket bolts (found inside of the car behind the rear plastic piece).
3. rusty quarters which will not allow the use of the factory screw/clip combination because the holes have rusted away.
It could be something other than that, but thats a good start.

I thought you meant pants. It originalted in prisons to let other homosexual inmates know you were "available."
But anyways...Rust is a very common reason why the bumpers sag. Best way to fix it is to take the bumper off, look around, and put it back on right.

^^ funny stuff man, that is quite interesting how you know, haha.
Yeah, the bumper sag is very common in our 3rd gens. What I've seen it's mostly the clips, they wear down over time. Especially if you like step on the bumper, or add weight to it. There was some product that restores the clips or something and prevents teh sag.
I think it was on team integra, or here; not sure.

its the little bracket on the corner of the car, should be under taillight area , theres one on each corner of the car , just take the bumper off, then use a clamp or hammer n dolly n bring it back up a bit.

i thought it was because they wouldnt give the innmates belts so they couldnt hang themselves... and their pants sagged due to no belt
