high fuel pressure

Default high fuel pressure

i swapped my guys 92 civic dx with my ls swap out of my 94 civic lx and when we started it up the fuel pressure's at 85 psi?!?! it has a adjustable fuel pressure regulator. when it was in my car it was set at 38psi which i dont get why it would be at 85psi in my guys car. so i tried lowering the psi but the neddle didnt move. so i swapped an oem fuel pressure regulator and same thing 85ps. could it be a bad fuel filter. he said he never replaced it and it was also rusty. oh and when you shut the car off the pressure goes to 40ish psi

how did you measure the fuel pressure? the gauge is likely broken/malfunctioning
