Default 94 maintenance required light on/car start

ive got a 94 accord, and my maintenance required light is on, i just changed the oil n everything, bc i thought thats what it meant but its still red, anyone know why it does that?
also
when ever im driving and i stop n shut the car off, or osmething n i try to turn it back on like 30 seconds later it doestn want to turn on i have to wait like a minute or 2 anyone know what thats about ?

the maintaince reminder flag on your dash cluster is no more than a mechanical counter which ticks of milage between service intervals. It can be reset as easily as using your key - there being an access slot just next to the flag. Place the tip of your key in that slot and push gently - voila' you're good to go.
Don't expect the likes of JiffyLube and such to know these little pearls, they're lucky if they remember to install the new oil during an oil change!

As to your second question:
Is this car equipped with an Automatic or a standard Transmission?

With this no restart condition you've got... is it that it won't crank over (starter won't respond) or is it that the starter spins it over, but the engine won't start. Is there anything else you notice when this happens?

no the starters working but it dosnt want to fire up right away, n if it does fire up its on n the rpms are really low, n then it shuts off , i just have to wait like a minute or 2 sometimes, but its always the same thing

It sounds like something is heating up from the heat-soak that occures whenever an engine turns off and the coolant no longer flows.
Chevy had that condition with starters on the first small blocks years ago - wouldn'r restart hot...

Let me give this some thought. Is this condition consistant enough to almost bet on it happening?

like it doesnt bother me much it just its not right, like it would probably happen like 6 out of 10 times, the odds are something like that, could it be my spark plug wires bc one of them is messed up

I doubt it. If you had an ignition wire condition it would more than likely show up as a no-start condition when it rained.
this sounds a lot like a condition which existed during the time of carburetors (Again! he says) - Vapor lock.
Fuel used to boil out of the carb reservoir from the heat of heat soak.
It causes either one of two conditions - depending on how long you waited to restart.
A Flooded engine if restarted almost immediately
A false start as the engine tryed to start on the gas remaining in the intake runners, and then would stall and not restart until the carb filled back up.

it may be IAC related (sticks hot)
it may be fuel pressure related
Without puting some gauges on it, it will be difficult to determine what it is.
