You take that back. There are plenty of 1997's out there that are bastardized. First thing I'd do is take that OEM lip off, throw it in your garage, and replace it with a cheap replica. Same thing with the spoiler.

When equiped with nice pads it's a great feeling you can stop better and shorter then anyone else on the street
Especially at night on a back road where deer/animals cross the road

97 R's FTW
I would go with suspension and brakes first and maybe wheels/ tires...
Then see what you can squeezzz out of her with a quality intake header exhaust and a good tune
Good luck with your 97 they are a wonderful machine

X3!
Stock ITR will out brake a Porsche. First thing you should do is check the car out and make sure it is mechanically sound and has all maint. done. Bleed or flush the brakes. Fresh air cleaner, etc. Getting a copy of the Helms is the wisest thing you could do. Good tires are also a must. Start with OEM RE010s and move up to Azenas with the next set.
First mods: a 1/2" torque wrench, good tire psi. gauge, and a helmet.
You then have all the stuff you need to do some HSDE events and learn to drive it well and safely before even thinking about mods. A stock ITR is quite fast and capable on the track. That's what these cars were designed for.
You won't need to do anything untill you get fast enough to push the car to it's limits and then you will either want more power or will experiance brake perf. problems and may want to use better fluid and pads.
For now, go out and just enjoy driving it and improve your skills.

thanks guys everyone except jim who needs his advice... why does everyone say leave it stock because its a 97 i deff want to lower it intake and exhaust but just dont know what path first and im broke young kid so it hard to do this the right way... also im not givin badge number out sorry man if your from nc it more likely not yours
Do what I said above. If you are broke and can't afford good tires, proper maint. and track prep and fees for an ocasional track day, you can't afford (and don't need) an intake, exhaust, and lowering springs.

Already plenty of poorly modded ITR's out there, it's a great car in stock form. Just enjoy it like it is for a while.
What's the big deal about keeping the badge number a secret? I could understand the VIN #, but who cares about the badge number?
