Brake cylinder honing is done to save rusty, leaky brake cylindewr when the much better deal is to buy a new brake cylinder.

I confirm this. A pro rebuild is preferable but you can't always find them. that would be required on one that has a lightly marred /pited cylinder that is not too far gone to save without sleeving it.
