are you running OBD-1 or OBD-0?
If you are running OBD-O - i.e. the CRX harness is still stock - here's a few basic guesses:
-I'm presuming you altered the stock harness pinouts to accept the B16a ECU? it will just plug and play, but the car will drive really slow and pretty crappy, unless you change the pin-outs.
-as well, is the ECU chipped? if not - then the B16a ECU will be looking for the secondary 02 sensor. if you don't have one wired up on the GSR engine the ECU will go into limp mode to protect the engine, so it definitely wont run well or go into VTEC - but the ECU should throw a code.
-do you have a wire running to the VTec solenoid?
just some ideas....

hes using an obd-1 ecu. the 1st gen b16. yeah it was throwing a code 23. but when we tried my other friend's car ecu. it wasn't throwing any codes at all.his was re-chipped a mugen chip. its weird. got any ideas what it could be?

isn't the 1st gen b16 (the JDM B16) obd-0? in which case the ECU would be? i can't remember right now what code 23 stands for, and I lost the page that lists them all so figure that out and go from there.
if the ECU has been rechipped with the Mugen program then you shouldn't have to worry about the secondary 02 sensor, or the knock sensor.

okay I think code 23 is knock sensor - but if the ECU is chipped with the mugen program, the Knock sensor should be disabled.?

My guess is if your getting a code for the knock sensor then the ECU will prob. go into limp mode and won't want to rev high or go into VTEC. which is why the engine bogs after 4000 rpm.
why the ECU is detecting the knock sensor i dunno - cuz you siad it was chipped with the Mugen proggy which should disable it - so i dunno - think i've run out of ideas.

I am not positive, but my memory is telling me that 23 is always oxygen sensor for Honda. There has to be a listing of all of these codes, somewhere online. BTW, what did your friend use for a header? I am having a hell of a time figuring that out. As for the Mugen chip, I would question what all it ignores. If it ignores the secondary oxygen sensor and you have your oxygen sensor wired into the slot for the secondary oxygen sensor (see Hasport website), it may not be seeing any oxygen sensor feedback?

I thought 23 was knock sensor but I may be wrong.
good point about the 02 sensor tho hurleyburley...that would cause the limp mode for sure and the symptoms described.
(I'm running the exact same setup in my car (88 CRX w/ GSR and B16 ECU) and I used the stock GSR header for now. If that makes a difference...)

Actually, the 1G JDM B16A ECU IS OBDI. Consider it to be OBDI, version I. But somehow, people just started calling it OBD0. And the term has stuck. Anyway, what distributer is he using? I have a hunch he is trying to use the GSR distributer with a PR3/PW0. If so, this is the reason for his problem.

Hes using a b16a parts like the distributer, injectors and etc to make it non-obd.
