Default 1998 Honda Accord E-Brake Issue ?? & Help Please

My buddy has a 98 Honda Accord with an issue. His E-Brake is not working properly. He just got the rear pads replaced so it should work fine. However its not locking into place.

Is there an adjuster to make sure it works fine? I'm not too sure about it but would seek some help.

Any help would be great!

Pop open the little plastic piece at the bottom of the center console on the inside. There should be the E-brake cable and some bolts to adjust it. Thats where you adjust the loose or tightness of the brakes.
