Default Can swapped cars still pass inspections?

IM curious cause ive got a obd0 ls in my hatch but i have to just get the cat section extended and re-flanged to meet the catback and headers. i got an hks sport catback and fgk-jasma stamped header. i was gonna get a highflow mated, but will that ever pass?, if not will a stock cat mated up pass? I dont know the limits but i got this of a mass site. (Vehicles made in model years 1995 and older no longer receive a tailpipe emissions test, but are checked for visible smoke during their safety inspection.) Does this mean im good either way?
