Unless you decide to drive during some of those historic Hurricanes that hit the island, or anticipate participating in an automotive submarine race; I'd save my money.
The AEM bypass valve is of value only if you should drive thru water deeper than your remote mounted air cleaner.
On your question about EBay Cold Air Intakes... If you've had problems with an AEM (rare occasion) you'll most certainly have a problem from one of the knock-offs.
The problem with a lot of C.A.I's are two-fold.
1) Inproperly supported (insufficiently bracketed)
2) Not properly iso-mounted.
What can be expected when you install a component which joins a shaking component with one that's not..... somethings gonna break.

I would prefer to have the bypass valve than not to. Its cheap insurance against loosing your entire engine. Didnt the bypass valve have rubber tubes where it clamps the hose? How did your last one break?
