91 CRX transmission problem. Help?

91 CRX transmission problem. Help?
My loser friend who has 56K asked me to post this...
He has a 91 CRX with a B16a swap with an exedy stade 1 clutch and Fidanza 7.5 pound flywheel (just installed both) and now the gears are binding up (blocks out 1st and 2nd) and is hard to downshift, but if he turns the car off it will go in to gear
Anyone know whats causing this?
