It is a 97 instead of the red 95 which means its a 6th generation civic, every one says the 6th generation civics are the best I dont know why so if you do then please share your wisdom oh wise ones

That poor car. That thing is horrid, and unless you plan on doing a bunch of work to take off all of that ridiculous rice crap, I'd just stay away from it.
First of all, the D15B7 is incredibly underpowered. "Performance rods, rings, etc" are pretty much a joke, as well as all the gauges on the dash. Having 18" chrome rims on a Civic pretty much kills any notion of performance, no matter which way you slice it.
If you really do like the body kit, giant rims, and all those ricer goodies that remind me of the late 90's, go for it. You're going to be getting something extremely slow (underpowered engine + tons of extra bling weight) and these "engine upgrades" you have planned won't do much, if anything, unless you're going to put an entirely new engine in.
Personally, I think this is a dreadful vehicle. I wouldn't keep this car even if I got it for free. Actually, I don't think I'd keep this car even if the owner gave me $5000, because it needs more money in it than that just to get back to sanity again. For $5000, you can easily get yourself a minty, STOCK, EX sedan and have A LOT of money left over to do those mods you have planned. First of all, you'd have yourself a D16Z6, which will respond much better to bolt-ons and mods (and you get some VTAK y0!), and you'd also have a nice, blank canvas to start on, rather than a big ricey bumblebee.
You did say that you wanted to change the wheels, modify the engine, and change the color. Just based on those three things and nothing else, this is not the car for you. Add to that what everyone else in the thread is saying and it's a no brainer. Slowly step away from the rice, sir......

OK then I dont know what to do because I cant find a clean civic that has 100,000 miles or less on it and under $4,000 and im still learning about cars and dont know how to do a lot of stuff so I was hoping to find one with some stuff already done to it, and you guys on honda-tech.com are not helping me at all!
the more stuff that has been done to it outside of matenence, the more chances you will have to tear it off and do it again yourself. personally i dont trust other peoples work.
