Ey man, i've got a 98 w/ stock breaks and DAMN that **** happens to me all the time. Goin real fast and then havin to break hard...the steering wheel shakes like it's havin a seisure. It's insane and not really that safe. I'm definitely considering getting some new rotors. How's the big break kit? (i know it was already asked)
make sure you torque your lug nuts to factory spec, 80 ft/lbs for the integra i believe, otherwise, you can warp them easily if one side is torque like hell, and the other is not.
I'd guess warped rotors assuming your wheels are balanced, suspension components and alignment are good, wheels aren't bent, etc... I had the same problem where when I'd press on my brakes the steering wheel would go back and forth (left and right) and the car kinda shook... I replaced my warped rotors (stock) w/ Brembo blanks and had them for about a year w/o any problems..
make sure you torque your lug nuts evenly..and don't let the tire guys/mechanics use the air gun and torque the hell out of them.... also after a hard drive/hard braking session.. don't let the car sit in traffic or park right away.if your stuck in traffic.. try to inch up every not and then and not let the hot brakes sit clamped on one spot. let them cool down because the part the caliper and pads sits over retains heat longer than the other parts and that can cause warpage... also don't wash your car after driving it.. the cold water/temp differences /rapid cooling.. can warp the rotors also...

Read this. It's a very good, informative article.

I just noticed the same symptom on my car recently...I would have guessed it was the alignment before the rotors, because my car pulls to one side when I brake (while it's vibrating).
