Default Would a bad thermostat cause cold temps ?

Hi.. I recently noticed that the car runs cold most of the time. It hardly ever gets above 1/4 temp, and on the highway it sits right at the bottom of the gauge. I also noticed that the coolant level is low below the line, even when engine is warm.
Would a bad thermostat be the cause of this problem?

It can be, yes. That is the first thing I would replace.

It happened to me...I noticed it most when I was off the gas going down long
hills on the highway, it would go completely cold. I replaced the thermostat and
problem solved.

Yes. They can get stuck open and cause the car to never really get to temp.
