1. call dealer or look up parts online.
2. do it yourself, easy repairs
3. plus you'll learn a lot.
4. just get a manual and go for it.

Well I dunno about NY exactly but I know the PA laws seeing that I'm a lincensed pa state inspected.
They can't fail you for your axle boots unless they are slinging grease on the brakes, which is kinda hard on a EF.
They CAN'T fail you for needed a brake flush, thats just rediculous, if that was true I would make a lot more money.
They can only fail an oil leak if its so bad that it can't be run on the emissions dyno so it pretty much has to be pissing out.
They can't fail you for belts cracking, or the need of a timing belt.
So basically IN PA all you would fail for is the rear brakes.

Thanks guys. The reason I was failed was becasue of the rear brakes and how dangerous they are. Also is it possible for a Civic with 34,000 original miles if not properly maintained to have these issues or is it totally impossible?
Over time when subjected to heat/cold rubber components tend to deteriorate. Not uncommon your problems with a nearly 20 y/o car.
The rear brakes are not that hard. Do it yourself. Just get all the parts you will need.(brake shoes, brake drums, spring/hardware kit, wheel cylinders, brake fluid) take apart one side at a time so that you can use the other side for a reference. Get yourself a manual and dive in. You will need someone else to help you bleed the brakes when you are finished. That will take care of your rear wheel cylinder leaking problem and your brake fluid flush.
