Virginia emission with S300

Here the deal i have a 99 honda civic with p28 ecu with S300. How the hell can i get it to pass VA emission law? With 780cc injectors

You can not. Any car 1996 and newer must have OBD II connectivity, your p28 will not. You will fail for "no communication"

Put stock injectors and a P2T in your car and get creative with resistors to mimic your aft oxygen sensors.
