Default not sure how to search this problem, help, possible auto transmission problem

ok, i have a new daily driver aside from my gsr, its a 90 accord ex, automatic. i bought it a few months ago, and i assume the previous owner had the same problem as me because he spent 900 bux at honda he said on a new computer for the transmission. i have never had an automatic car before so this is new to me.

Ok, while driving, presumably in final drive, i will have a smooth, consistent tach reading, then all of a sudden it will read 400-600 rpm's higher, i don't hear the motor rev any higher, then a second later it will resume to the earlier reading, but yea it just jumps back and forth, usually the same spots.
Could this be my transmission, for some stupid reason downshifting? i don't hear any changes, nor feel them, just see them based on the tach, now on my integra i have had the tach bounce around but that would be due to a dizzy bearings going bad and i would replace dizzy and solve problem, but this one isn't bouncing randomly its just changing positions back and forth, and i think thats why i only get 24 mpg in that car. any help, thanks!!!!!

Can you give details and emphasize on this? How will this effect my situation?

if the car is not warming up, the torque converter will not engage on transmission and therefore your rpms will be 250-500 higher than they should be

well the car appears to be warming up to the correct temperature. It's not necessarily a problem i experience after first cranking, but while cruising down the interstate (when idle should be steady) i don't notice it much anywhere else, city, etc because of constant acceleration and deceleration. Also it is not just idling high, while driving it will jump up about 500 rpms for about 3-4 seconds then resume to the original rpm. about 20 seconds later it will occur again, so on and so on.
