i'm about to buy a new ITR axle back from acura through a friend. does the usdm itr axle back have the welded on tip like the jdm one?

Yes, it will be quieter, not stock exhaust but better then the "blank" current exhaust i'm sure.
And power loss? you mean the 1-2 hp you gained off it being taken away?
