how to read cel codes

what is the procedure to reading cel codes??? i searched and couldnt find the answer to my question. thanx

one long flash= 10 =
short flashes count as 1=

so one long plus 3 short would be a 13 cel

obd0 will flash a re light on the ecu 1 long flash equals 10, 1 short will be 1.

so long flash, long flash, short flash =21 ya get it?

so are the codes stored? because the cel went off. but the ecu still flashes? do i count them when the car is running?

turn the key to the acc. position then read the codes
