-make sure there is no oil coming from the shock body
-compress the shock shaft and make sure it goes back up slowly.
No warranty does NOT transfer, warranty is only for the first buyer.

Even if they're blown, you can have them rebuilt.

Doesn't matter. Warranty is only honored for the original buyer. PM CRX Lee on here, he'll tell you.

The warranty does not transfer from one owner to another regardless if you have the original purchase receipt.

The inspection guidelines mentioned above are good ones:
-Look for any signs of leakage
-If it is a gas charged shock, adjust it to the soft setting and make sure that it does re-extend itself. The rate of return is not that important and doesn't need to be exactly the same.

And I'll add a few more:
-Make sure that the adjusters turn the appropriate amount and definitely more than one turn and that they do come to a complete stop at max and min.
-Make sure that you get all of the hardware with your used shocsks. Especially the 12mm ID silver tube that goes up throught the top mounting rubbers and often gets overlooked when Honda shocks get sold used.

Yes, they can be rebuilt but it will cost normally about $150 in parts and labor depending on condition. For most people who will be fine with a normal off-the-shelf valving and function, a new unit with a warranty can be purchased faster and cheaper and service is not really viable. If your goal is a custom racing valving or something else atypical of the OTS units, then rebuilding/revalving is viable.

for this reason alone i would always buy new ones myself. having one leak and not being able to send it in for a freebee eats up the savings of buying used. koni is quick with turn arounds too. i had a blown shock start to finish replaced under 2 weeks.
