NEED HELP WITH 1990 CRX - hasnt ran in 3 years!

I apologize if I am asking stupid questions here, but I'm not a mechanic junky when it comes to cars, so I need everyones advise on what I should do. My CRX has been sitting in my drive way for a little over 3 years now. I have not started it or done anything to it. I am now in the process of wanting to restore for my brother who can now drive. However, I do not want to spend more than probably $1000 to get it up and running.
So, I have a couple of questions that I hope you can all help me answer. Before I stopped driving it 3 years ago, the car actually ran great, with no issues what so ever. So, please keep that in mind. (other than the tire issue).
1. What do I need to do before attempting to start the car? It has been sitting there for 3 years untouched, so what do I need to be aware of? Do I need a new oil change and filter first? Do I need a radiator flush? Do I need to change out the gas that is in there before pumping new gas in?
2. My car has always had an issue with the tires being worn out too fast (usually in a year), I know I have to get a camber kit installed to fix this problem. What type of camber kit do I need to purchase? What is a decent price one that will do the job? (I dont need anything fancy) Do I need to have an alignment test before I install the camber kit? Where should I go to get the installation (BigO Tires?)
3. I know I will have to replace the tires which will set me back at least $250, also a new battery at $50. So already I will be spending $300 to start, can the rest be done with $700 remaining?
If you all can help me out and honestly truthfully tell me whether or not I'm wasting my money I would greatly appreciate it. Any other suggestions would be appreciated and welcomed. Thank You in advance!

Skunk II and Igalls make camber kits that will work. Both work great.
1. Flush the lines and tank of gas. You can disconnect the line after the filter and have the pump pump the gas into a can.
2. Refill with PREMIUM to start with.
3. Replace the fuel filter after you remove the old gas.
replace the old oil with new oil.
4. Grease the cam and all connecting parts in the head.
5. New intake filter.
6. Replace the Radiator fluid and make sure you add water pump oil.
7. Tranny fluid should also be replaced.
8. Brake fluid should be replaced.
I'm sure there are a few more things but that is off the top of my head.

Obviously I can not do this myself because I dont have the experience. What would something like this cost me at a auto mechanic shop??
Yes you can man theres write-ups everywhere for that sorta stuff use the search up top.
Nothing is more complicated then taking of a few bolts, changing some fluids, and sprayin some grease. mite not even have to do all that.
1st off Change the gas and give her a crank "assuming she cranks" if not jump/charge the battery or buy a new one if that doesnt work.
Work from there.

uummm... if you dont want to do it yourself thats a different story...but all this is just maintenence stuff,save your money and diy
