overheating

Default overheating

My 1996 honda accord overheats in traffic. When it gets hot the fans don't come on. I checked the fan motors with jumper wires and they both work. I replaced the thermostat and switched the power window relay with the fan motor relay. All that is left that I can think of is the temp sensor but I don't know where it is. I found two sensors, one at the thermostat and one at the top hose coupling. Which one is the one that controls the fan motors?

just make sure the wires all hooked up i had the sameproblem and it was just a bad ground
