Door mounted seat belts

Door mounted seat belts
Allright guys once again i searched first. While changing my door panels from blue to black the seat belts in the new door panel retracted. Is there any helpful hints that i can do to get the seatbelts to unlock? Everytime i try and pull them out to get slack the cam inside locks. Please help.
