car feels like its getting pulled back?

car feels like its getting pulled back?
i just started having this problem its very weird.
while im driving normal no WOT just at a stable speed the car starts to feel as if a rubberband was attached to the back and it starts to like feel as if its getting held back.
now the weird thing is that the rpms wont drop though while this is happening and as soon as i put my foot down it will catch it back to normal.
specs are 93 del sol
d15 manual
simple intake and exhaust
wtf could it be?
I also notice at idle it gets a little jumpy, it will twitch so to speak around 500 and then kick up to 1000 and then go down to normal
