timing belt adjustment ?

Default timing belt adjustment ?

I got the timing marks lined up then I tightened the tensioner pulley and rotated the motor over twice, then rechecked marks, which everything came out good. Now the haynes manual im using says " 2 properly tension the timingbelt loosen the tensioner bolt 1/2 turn(180 degrees), rotate the crankshaft counterclockwise until the camshaft pulley is 3 teeth past TDC and tighten the tensioner bolt''.... can someone explain the concept of that, cause once I turn the crankshaft 2 where the cams even start moving the belt tightens anyways rather I go 1 teeth or ten teeth. I just wanna get it tensioned rt, so any help is appreciated
